Our dream is to aspire for a society, which will be based on the values like equality, gender justice, cooperation, participation, peace and self governance. There will be no social, economic, political and cultural exploitation of the marginalized / vulnerable people in the name of caste, creed, religion and sex. Environment will be free from all sorts of pollution and ensure ecological balance.

Our mission is to ensure  social, economic, political and cultural empowerment of Scheduled caste, scheduled tribes, women, children, other backward castes and minority community in West Bengal, Jharkhand and Orissa directly and through partnership cooperation with other development actors. Besides SPAR also facilitates the capacitation processes of NGOs working in India, Nepal and Bangladesh.

Our strategy is to form and empower the people's organisation in the villages, promote human resource, capacitate  the rural people technically and conceptually  for their sustainable livelihood and to create awareness on education, health, and hygiene among them.
