SPAR being a pioneer organization to practice and propagate peoples' participatory process in development endeavors at different levels in different states and regions has, by now, gathered experience and expertise to share with like minded organizations and civil societies. It has become evident that the results of developmental works taken up by Government agencies, Panchayati raj institution and many more donor agencies have not reached the poorest of the poor, the really poor, backward and deprived section of people at the grass roots level. This is because as the World Conference on agrarian reforms and rural development rightly pointed out in 1979 in its Rome Conference, our people are not participating in the programmes imported on them. They are being treated as objects of development and not as the subject to taken the entire process by themselves.
